In SharePoint 2013, old workflows are missing

Open SP2013
Open any list. List Settings.
Click on Workflow settings
Add a workflow
You will able to see only 2 workflows. To see more workflows, Go to Site settings-->Site collection features-->Workflows
Now you will able to see all 2010 workfkows.
