Cannot connect to the configuration database Error in SharePoint

Root Cause: SQL Server services were stopped
Solution:
Start SQL Server Service
Steps:
Go to SQL Server Configuration Manager
Right click on "SQL Server (MSSQLSERVER)" Service which is in "Stopped" State, and Start it.
Or
Open Services.msc
Find MSSQLServer Service.
Start
