The file not checked out. You must first check out this document before making changes.

Solution:
Click on Site Actions >Site Settings> Modify Pages Library Settings> Version Settings. Select the No option under Require Check Out and click OK as shown below:
Note: In SharePoint Contribute rights are required to change the check out requirements on a site.
