If you don’t install Language Packs, then you will not get “Language Settings” option.
In order to be able to use the MUI, the deployment of Language Packs is required on your server. Language packs are available in multiple languages and give you two options:
· Create sites in different languages
· Configure the MUI to display the user interface in different languages
While the deployment of Language Packs is done by the SharePoint farm administrator, the site owner will be able to create sites and configure the MUI to display the site in different languages.
As a site administrator, once the Language packs are deployed, all you need to do is go to “Site Actions”,
“Site Settings”, and click “Language Settings” (under the “Site Administration” group),
then select the languages that you want to use with the MUI.
