Design Manager is missing in SharePoint 2013
Reason: If your Site collection is not Publishing Portal site collection, then you will not able to see Design manager.
Solution:
Create a Publishing Site collection.
or
Enable publishing infrastructure feature
Reason: If your Site collection is not Publishing Portal site collection, then you will not able to see Design manager.
