I have full permission, but not able to Create Subsites in SharePoint Online
Solution:
Settings-->Site Settings
Site Permissions
Click on Permission Levels (From top ribbon)
Click on Full Control hyperlink
Search for "Create Subsites"
Create Subsites -->Check box should be checked.
